I am not sure the context why you require PHP for this script. I suppose you will run the script standalone to launch N VMs, each of which has M static public IPs attached as the outgoing addresses for a squid proxy. The IP addresses are isolated with each other in serving the traffic. Leveraging the power of Infrastructure as Code, the key automation tasks in this mission includes, 1) Create a tiny VM and attach M static public IPs on Azure. 2) Collect these IPs and fill in the config file of squid to run the proxy. 3) Repeat the steps above for N times, and provide a final summary of resources. I will write a linux command line script as the main entry as well as a readme for you to run. All the other dependencies will be attached.
