Increase Google Rank to 8

I have a website [login to view URL] and I need to increase my page rank on google. (It is currently 2~3) and I need to make it 8 at least to be listed first for certain keywords. The website is already totaly optimized for the keywords free translation and translation, however, I need more back links, indexed pages, Popular RSS feed, and probably a new site layout. So I need someone to do this stuff for the website, and anything else that is necessary to increase my page rank to 8. Thank you very much.
