Auction/Freelancer Website for Construction/Handyman work

I am looking to have a website created for me. The site would be a very similar website to Freelancer.com but the focus would be on general contracting (plumbing, electrical, etc) and "handyman" type jobs. The site would need to have: contractors looking for work, bidding on jobs that are posted by homeowners, etc. "I need my garage door replaced...I need the brakes on my car replaced...I need my roof done over" I have been looking at various open source "auction" software but I wanted to see if you "Freelancers" had any experience creating sites like this. The site would need to allow folks to enter their zip codes so that workers can bid on jobs that are "near" them. I would like to have bonuses and features similar to freelancer.com where users are rewarded for using the site more often. I would need a "rating system" that allows all parties to rate each other.
