2d Multiple users moving Image Chat with Multiple Chat rooms in Visual basic Client and Server.

Hello a while ago i posted for a project for a 2d multi user Multiple chat room chat in visual basic. i didn't get no where with it because there was a lot of people bidding on the project but none of the grasp the concept of the chat I'm looking for to make. I'm looking for a 2d moving Images so each user can have his/her own image they can upload and Drag and move within a define spaceof the chat then Other users can see that user image move within that define space and private messages and multiple users chat. Also later down the road would like to add more features to the chat. This chat needs to be design and make in visual basic. the Server needs to be apart from the client. also need a normal register page php for users and needs to be mysql so it can store the user information. Features. Multi User chat. Moving 2d images in a define space. Private chat message tabs. Image upload for moving images 2d avatar. Multiple chat rooms.
