Wordpress customisation and website build

This is a site which is being made with the sole purpose of getting to the top of google in the uk. It is to compete in the "online company formation" field in google search. The website will be an information only website to start with not ecommerce, but this may need to be integrated at some point in the future. The website needs to have fantastic design, logo, and layout. It will be a blogging site giving information about forming a company online. I would like every page to have a tag, and related tag entry e.t.c Every blog entry will need a tag also as you would expect. Each page needs to be publishable to social networking sites. There will need to be an indexable html tag cloud on the homepage. I would like the site to be styled by css and tableless so that it may be published in the css gallerys. The design needs to be attractive and better than existing sites, with the blog and tags feature, and tag cloud. The website will contain all the information that anyone would need to be able to make a decision and form a uk ltd company. Once the website is at the top of google it will either be sold, or changed to an ecom site, or used to provide click throughs to other paying companies. This is a longterm project until the website reaches number 1. Once it does there will be a bonus for the web developer related to the sale price of the site.
