Photo Log Phone Application

I want help to develop a photo log application for iphone. Id like it to automatically layout 2-3 photos per page with space for caption and header. Id like it to generate a pdf. Id assume it may have to be able to reduce image sizes / file types as phones take such high resolution images. This is a pain point from my yests of construction inspection work. Id like it to also be acccessible from desktop, perhaps leveraging cloud storage such as box.com. I want to get a sense of how feasible this is, so please provide any knowledge of limitations that could make this infeasible along woth a projected number of hours to Minimim Viable Product (MVP) and hourly rate. I imagine limitations may be the number of photos to make the end result log easy to email, but woukd be nice if limitless photos and emailable. Would also be nice if the date and time the photo was taken would populate, and if the application would have a way to upload a jpeg of the inpecting company’s logo. Photographer name, project name, etc. Woukd be cool if could leverage images from trimble photo app. The promary pain point to be adressed is the amount of time it takes to generate and formate a photo log with more than 6 photos.
