Build me an independent block-chain for mobile phones

Good day all freelances, I need an independent block chain app for mobile phones on a network with the purpose of payment. The block chain rules for creating a new coin: • Create a hash value for a prior transaction; • Combining the hash value and the transaction data of a transaction recipient; • Digitally signing the combination to form an electronic currency coin; • Broadcasting the electronic coin to peers with a time-stamp; • Proof-of-work is obtained by acceptance of the transaction finalized between the two parties involved • Each peer in the subset broadcasting its transaction block and the finalized transaction details. • A subset of peers concedes that the transaction block is valid • Adding that transaction block to the existing chain of blocks. This will be the crypto currency payment system for my Collaborative Economy app that will be developed in conjunction . The block chain rules are intended to create a block or ”coin” without mining for the proof of work but the proof of work will be the details of the transaction of the service rendered or product supplied. Benefits are small block chain sizes and low processing power that will be perfect for mobile phones.
