Apps using FulcrumApp for a piped water utility

Please provide your quotation and hourly rate TapEffect is building piped water systems across rural Cambodia. Our customers pay a monthly water bill based on the water that they use (like for other water utilities). We are looking for apps to be written for the Web App [login to view URL] to support this process. We are looking for someone that can continue to work with us on an hourly rate on an ongoing basis once the apps are completed to make updates where needed and for future apps. Both apps need to be kept as simple and as intuitive as possible. App 1: Meter reading & Household invoicing (using FulcrumApp) The first app is to calculate and provide the water bill to a household whilst at site. In the app previous meter readings and amounts owing will be uploaded (by head office). The site staff will then visit a house and input the water meter ID number and the water meter reading, and the App will determine the amount of water used, and the amount to pay [(this_months_reading - last_months_reading) x water_tariff+amount_owing], and then put this data into an invoice (invoice template to be in Khmer) which can then be printed by a handheld printer. The app should include the ability for the site staff to also upload photos, voice, videos for a house (these features are easily available in Fulcrum). App 2: Payment collection (using FulcrumApp) This app is for a cashier to use to collect payment from households and record this. Households will go to a payment counter to pay their water bill to a cashier. The cashier needs to look up the household’s water bill (using name, telephone number, customer number). Then log how much the household pays. This needs to sync to update for everyone. The cashier will send the cash to the head office – the cashier needs to be able to upload the amount sent and close the months bills (so that it can be reconciled).
