Recommendation engine in R and user ranker for E-learning platform

Hello everyone,
I need help with two algorithms to be built in R one for my e-learning platform

The first one is a personal recommender depending on what the logged in user ither favourites, ranks, tags and general history for different kinds of projects that is of interest. That user gets releated or similar content of good quality like what other similar users have liked. Like other people liked these movies when looking up an movie on IMDB.
The other things need to be built is an user ranker. Depending on what the user have created for kind of projects and if they are ranked good. And if the user helping out with helpful comments or Q&A replies that is of great value like stackoverflow. So a user can have like maybe a ranking of 1-5 so a users posts should ither be showed up first if ranked 5 for example and if ranked 1 the user should have his comments auto hidden.
More information and resources will be given out to the selected freelancer.
I think the most important is you know R some Maths and some machine learning.
The scripts will run on Rapache where parameters will be sent to the R-script and that queries the platforms database with the rmysql package.
I got an example script that uses the recommenderlab package in R. So it would be great if you knew about that package from previous experience. So look at the code and see if its something you feel you are comfortable with.
I have uploaded the example script file and a bit brief information about how i'm planning for everything to work. I'm open to ideas on how it can be built so people who can improvise is great!
