fix REST server in linux

Hi I can fix" its trying to start a REST server on port 1984 but it can't open the port" error . I have 3 years of experience as linux admin thanks

REST is just an application architecture name, but basically it's HTTP web service, either written as stand-alone application or as something hosted behind webserver (i.e. apache, nginx+phpfpm, tomcat, etc.). Whatever it is, I can pinpoint what blocks your application startup and fix this.

Your problem appears to be related to server firewall, which I can fix by few commands. Need root access and rest I will do.
