Build a custom Userscript

I would like to make a userscript for a website which only runs on an intranet.
The basic goal is to change the size of textarea elements (see attached file), however there is a javascript file or CSS style which overrides changes made when the user uses the cursor to select the text box. I would like to get around this limitation. Will also need to make parent divs scale to accommodate the total sizes of child divs.
NOTE! There is a specific development environment which you can only access if you use TeamViewer and control my computer. Can only use Chrome Debug.
