Biuld a Python/Django web site for surveys with custom reports.

I have a large amount of data, in ms excel format. This data primarily includes names, addresses, political affiliation, and voting records for a given geographic area. Here is what i need: I need a visually appealing web site built, for the purpose of using in political canvassing. The data is organized by voting county, town, ward, and precinct. I will need to be able to assign users to specific geographic locations using the voting county, town ward, and/or precinct. I must be able to turn on/off access for users. There must exist the ability to create survey's, with specific questions, and pre-chosen answers. When a user is using the software they must be able to select an address, choose the persons name who they are speaking with, then conduct the survey. From there, the must be able to save the results, and move to the next person in that house or move to another house. The list of names/addresses that users see will be based on their permissions for the area they are configured to access. I must be able to assign a single area, or multiple areas. At the completion of each campaign, I must be able to pull custom reports for the answers to each survey question, based on the geographic area totalling all surveys by all users for that area. There is quite a bit of code snippets already available that allows for this functionality to happen, and I did pay a freelancer to create this system several years ago, but there were issues in dealing with that freelancer, and i abandoned the project at that time. ***There will be ongoing work as a result of this project.
