Build JAVA Firebase ADMIN SDK

I have a Jave EE Web project I have been working on and am going to have someone create me an IOS and ANDROID app and I need to be able to communicate with them over Firebase and I need someone to write me the basic ADMIN JAVA SDK. The first step would be to get a working SDK and then we can work to integrate it into my code. I want to use the Firebase database as little as possiable, I Have a MySQL database managed by my server already, and that is where I will store all my program info and the APP Tokens. I need to be able to subscribe and unsubscribe users from different topics from my server. as well as push notify the users on the app individually and as the topics or groups
