Build me IOS and Android app

This is a project based on the working principles of Food Delivery. We are seeking quotes from professionals to develop, test, deploy, and maintain our application end to end. We are looking for agencies and individual experts in the domain to consult, suggest, advise, and follow our vision and guidelines throughout the project development. We expect complete dedication, availability, and ability to accommodate our request about feature implementation during the development. We will do a thorough background check of the shortlisted professional including a portfolio. We will prefer to get into a legally binding agreement with the selected professional; Specifications such as timeline, primary features, additional features, NDA, Non-compete, performance aspects, and future maintenance and issue resolution. We have basically divided our project into 4 modules, namely the Delivery rider app, Merchant-Vendor-Seller app, Customer-facing app, and Admin panel. All these modules are planned to work in perfect sync with each other. Main Aspects influencing our decision - Performance, Time, Proficiency level, Scalability, and Development Time.
