Contact Adsense directly to Reinstate Site

We need someone who can contact Adsense directly (preferably via phone) to review the website manually and re-enable Ad serving. Everything that you need to know is illustrated on the attached image. Details: ☑ We registered a domain not knowing it was already blacklisted by Adsense. ☑ We learned this after contacting Adsense via their "Troubleshooter". ☑ Adsense suggest to fill an appeal form in the Adsense "Policy Center" however there's nothing there as the domain was already disabled for Ad-serving before we acquired it. ☑ The domain was dropped three times in the past, one of the past owners might have infringed Adsense policies. ☑ Further attempts to contact Adsense through their forms is impossible, they only respond with automated messages. ⚫Therefore we need someone who has experience chatting directly with Adsense employees, or has an open line to manually review and re-instate the domain.
