The admin portal shall allow creation of new webpages with name, title, and location destination i.e. new page in [Customer support] = Computer Troubleshooting. Must be able to add addition links in the admin portal per each page created. All links shall look like titled app boxes with images and bold names. Each page needs to have a feedback page to identify bugs or ideas.

Hi there, Greetings! I understand you would like to build a web front end over SharePoint to cater to different media, and that you have template that should be used for the web pages. May I suggest a SharePoint Provider hosted add-in that comes along with a Web App. This web app can be hosted on Azure as a Web App service (or any other hosting platform). The SharePoint Add-In ensures that the User context is carried over to the Web app so that the User accessing it can access any SharePoint artefact as long as they have permissions over it.
