State agency website in angularjs 1/ES5

We are a young startup working on something promising. Part of our value offering comes from a website that will be accessible the customers of our clients. This website is built in part, as we had to focus on other parts we are looking for someone who works fast to pick up what we already have and take it to completion.
Upon being accepted we will chat after i give you access to our github i will walk you through getting up and running, give you a tour around the existing codebase so you know where to start building.
Things you need to know:
- angularjs 1.6 (components, resources)
- may be obvious, but a good javascript background is needed
- HTML5
- CSS3 (sass)
- REST apis
- github is welcome but not needed as i can guide you here
This project is time constrained, and need to be finished by the end of this month, so i need someone who works fast.
