Simple two pages using ASP 3 with a XML file working as a simple data base or MS Access DB

I already have a website and I am now hiring sales representatives. I need a fast responsive and simple two pages with the following details: 1) Sales Representative Offer and Capture 1.1 The objective is to detail the opportunity, capture the representative's basic registering information, show and enable the acceptance of the Terms&Conditions; 1.2 The page shall be responsive using HTML 5 with CSS 3 following our page's layout (provided); 1.3 The page shall have a registering formulary with not much information but with e-mail and password; 1.4 It shall be possible to display our Terms & Conditions as well as capture the representative's acceptance; 1.5 The information in the form shall be registered in a XML file acting as a data base or MS Access DB; 1.6 The information shall also be sent to our e-mail for notice. 1.7 This page shall also have a e-mail + password log in for already registered representatives. By logging in, the representative will be redirected to the "Representative's personal page". 2) Representative's personal page 2.1 The objetive is to simply show some numbers but this is a future requirement so for now, after the representative being successfully logged in, this page will simply show (using the step 1.2 above as a requirement) that this page is under development. As I am a developer (with not much time between projects right now) I know this is simple and not too much time consuming therefore I expect the development to take not more than 4 hours however I'm opened for opinions. I must be quick thus I will award the chosen one also very quickly.
