Rebuild Website and Make apps for it

1st of all... before applying, you must speak and write fluent English. If your English is pretty broken, please don't bother applying. Cool? Okay... then keep on reading... My business partner and I have been trying to get this site off the ground and we keep running into technical issues. I need a talented programmer or team that can take my site, re-write it if necessary to optimize it for speed and accuracy. The last team did a terrible job at making it respond. When you try to visit it, it takes more than 25 seconds for it to even respond and begin to load... that is simply horrible! Also, whomever we hire to fix our site, we need you to have a creative eye and make the pages, like the user profile page look nicer. They currently look horrible. Also, we'll be needing you to create an iphone and android app that integrates with the site so that users can simply install the app and post projects, bid on stuff, and even send payments when a project is complete. The site is a freelancer or odesk style site. If you want to take a look at it, simply download the attached file for the link. So once again, we need the site optimized for speed, we need it to work and function properly as a freelancer type site. We need the member profile pages to look nicer. And we want apps made so our users can simply have the app running on their mobile devices and do everything from there. Budget We have already spent too much on this and are just about to throw the towel and call it quits, but we're willing to try just a little more. We've got a budget of $1,500 to maybe $2,000 left to do this. And if we choose you to do this for us, you need to be able to finish this whole project within 30 days. Are you up for the challenge?
