Build a Website IVR function

We are looking for a freelancer who has decent knowledge about "VoiceXML". We are creating a project for rural India where users will access the website of their area through a mobile number and will get all details present on the website by making a call on mobile number. The website will be updated through a particular mobile number. Right now we will create a sample project for that and then we will proceed with a bigger project.
