Buidling platform web for audio and video peer to peer consulation

i am basically looking to build a web site more or less like [login to view URL] or close to [login to view URL] but i need this website approachable in all browsers and all mobile devices . also, i wanted the user to create account and book the appointment with the consultants .the consultant can use either video or audio conference to help the user. after the consultation is done , the amount of money should be withdrawn from the user account and being deposit to the website account and to the consultant account as well. moreover , i wanted The video audio chat is very customized like the popexpert and 24 session, it has lots of privacy concerns. The website is modern from Sign Up, Search engine criteria, marketing contents, calendar scheduling, billing payments to workshops. thanks
