golang / win32: extend utility (nomad/damon) with custom monitoring

We need to extend damon, an application starter for nomad on windows with some custom startup and health check functionality. The startup and health check monitoring functionality currently exists in two separat AutoIt Scripts. This functionality has to be transplanted into the forked codebase of damon ([login to view URL]) so it can be used together with nomad ([login to view URL]) to start a cluster of Legacy Windows Applications on Windows Servers and monitor their health and restart if needed. You need to have some understanding of Windows WIN32 functions and a Windows environment to test.
