Real-time Chess Game

We are an independent game company looking to make a custom chess game that uses regular chess logic and AI, but the pieces can be moved out of turn in real-time. The game will support both single and multiplayer gameplay. The AI will have 3 levels of difficulty for the player to choose from. We would like to include a ladder system for multiplayer tournaments. We will also need a tool that will allow the designers to create custom starting positions for the chess pieces on a standard chessboard. An example of this would be the user starting the game with a single queen that is surrounded by ten enemy rooks.
