RVM Campaign APP

First and foremost. I actually need this app designed to work with SIGNAL WIRE. Signal wire is a company built on copy & paste code from Twilio. Nearly identical. So anyone capable of building this api for Twilio can also build the api for Signal Wire. (Titled as Twilio app to gain attention) as SIgnal wire is new! The app- i have a CSV file of phone numbers I need the app to dial out each number 2 times, the first call will timeout within 10 milliseconds, allowing the second call to reach voicemail (if voicemail) it will play my audio file. Ideally the app will be performing an industry practice know as a RVM (Ringless Voice mail Drop) Here is somewhat of an architecture; Login page Email Password Dashboard page Number of contacts Status of current campaign %60 completed Contacts page Upload One contact CSV import View existing contacts Edit Delete Campaign Page Start a new campaign (calls) Start and End date Time to call Call on weekends (Yes/no) Existing campaigns Stop/pause Settings Change Password Upload Voice drop (Voicemail MSG) Call workflow APP dials phone number 2 times; first call will timeout within 10 milliseconds, allowing the second call to reach voicemail without ringing. It is then connected to VM (IF voicemail) it will play audio file.
