But maybe splitting this project into hard- and software parts would be a good idea? I'd expect it to be very difficult to find a developer with a deep understanding of programming as well as electrical engineering. For the software you need to be developed, i'm well-qualified. Your task will be much easier and less expensive if you choose a rectangular pouch single-cell Lithium-Ion battery of sufficient amperage. This reduces the complexity of the battery management. The charger should be able to supply 2 to 4 amps for a 7000mAh battery for charging in under 4 hours. At this level of charge - you'll need an active switching circuit rather than a linear charger. A linear charger would generate too much heat. These charging circuits can be easily adapted to communicate with a few gpio pins. Error messages are pretty simple -- you have just 2 or 3 pins that feedback some status. There are no complicated error codes in these battery charging switching circuits. I have documented experience with chargers. I do not have any experience with Raspbian. Raspberry Pi is a beginner's tool and I have not had any need for it up to this point. I wanted to attach a picture of a sample project -- but no way to do that here in this system. Cost should be less than 2k -- but you'll need someone to do the Raspbian side of the project. This would include the circuit board design, the working prototype, etc. It takes time to process circuit boards -- because there may be several iterations of the circuit boards -- time may be between 50 and 70 days.
