Hello, I used to work for a vehicle tracking company and I have experience working with geocoding services (Google, OSM, Bing, regional providers). I also have experience with GIS libraries (shapely, fiona, rtree), formats (SHP, KML,GPX) and applications (QGIS, Google Earth). The distance to boundaries shouldn't be a problem once the addresses are geocoded; can you give me a bit more info on the addresses (what do they represent, what services have you used so far)? I'm geographer and I'm coursing master degree in cartography. Recently, I did similar jobs you need (school, toll place and river crossing points); I used tools and software like Google API with ColdFusion routines, Google Earth and ArcGis. To calculate distances, I use the OpenStreet Map paths. I can use the same techinics at most countries where the geocoding is more accurate. Please, I would like know in which country the historical areas are located.

I am also looking for the simple and well defined app like this, Although I am a new freelancer but experienced in Android development.

Hi. I always like solving GIS problems. I don't understand your problem, but I can devote time this weekend to figure it out and go from there. Are the points already geocoded? You said they are poor; are you trying to identify better positions for them, or is the problem to use the poor points and compute their distance to some boundary?
