If the battery is drawing current then your circuit is probably OK. Connecting a current limited voltage source across a battery will drop the source voltage to almost the battery voltage, which is correct, but the battery should be drawing current and charging. If the battery started at 2.5V it will slowly (maybe several hours) increase to 4.2V as the battery is being charged until the charger circuit terminates. I can analyze and provide a fix for your current solar charger design if there is actually a problem. Regards, Jim
