Macro or C# programming for duplication of movie editing in Adobe Premier

Budget is $200 , READ THE POST, overbids will be ignored. We have videos in Adobe Premier , the Videos are about 30 minutes in length,
1. We want to add a Title Screen at the beginning of each clip (based on our title name in Adobe)
2. We want to shorten video to first 5 minutes,,
3. We want to add the same ending script to the end of each move
4. We want the new video to be processed thru Premier and saved
5. We want to add the video to our YouTube Channel.

he process now takes about 20 clicks of a mouse and some copy and pasting but we want to automate the entire process. We had it done before and lost the code using a macro.
I am told C# programming is best for this now. the videos are of games titled like this OH_Lockland_OH_Reading_1979_FB
