Help automate mass emailer based on database information

I had a friend who started on a project, but got stuck. He was creating a webpage scraper for a site with a database search. After we put in the required fields, listings were displayed, and he scraped those listings so we could export them. He couldn't get it formatted correctly. We were using Visual Basic Studio so C#. Here is my goal. I'm in the beginning stages of forming a company for realistic architectural renderings. I need a clever way of contacting architects throughout my state. I want to scrape the national database of licensed architects that are active and within my state, and then cross reference their name and address against another database which can give us email addresses. From here I would like to send a mass emailer which takes a preformatted message and inserts their specific name. So steps are: 1. Figure out the scraper, and amass listing of all active, within state architects a-z lastname. 2. Find best database to cross-reference this listing against based on name and address to acquire email address. Once we have email. 3. Mass email with personalized name, preformatted message.
