Rather than create a PCB for this function, why not use an existing item that is already in use around the world in millions of factories and industrial plants? I would recommend that you replace the contactor with a Motor Starter. Motor Starters are essentially contactors, but have overloads in series with each leg of the circuit that protect the controlled load (motor or other item) from single-phasing or running on excessive current. A short circuit on the 3-phase conductors would be enough current that the overloads would trip (melt open) and cause the motor starter to open the contact. This happens quite quickly with short circuits--within milliseconds. The overloads are adjustable based on the running current required by the motor. This is a mechanical item, not dependent on circuitry or PCB's to become a part of the circuit in any way. A qualified electrician can install one in place of the contactor in a matter of a few minutes to an hour, and it can be purchased to use the same control wiring and voltage. If you require feedback from the starter to an existing PLC or controller that it has tripped due to some overcurrent, auxiliary contacts are available in both Normally Open and Normally Closed configurations and they will change status accordingly. Motor starters are available at most electrical wholesalers and are available in NEMA and IEC configurations. NEMA are heavy-duty usage; IEC are smaller form factors and mount on DIN rails.
