Make login and registration in Asp .net webform

I'm looking for a professional developer who has experience working with ASP .NET to build a login and registration system for my website. This system needs to securely authenticate users and require them to fill out forms before registering.
I have a c# asp.net web application web form ( Not MVC)
Need to create user login and registration only.
You have to user Microsoft Identity.
Need following:
If user is not login in it user should be redirected to login page
Admin should have option to add new user. (No user self registration)
Admin can reset user password.
On user creation confirmation mail should go to user.
On user password reset confirmation mail should go to user.
On profile page User can see and update its own information
Admin can view and update user details.
If user access is disabled by admin. User should not login.
Price 1500 INR
