Political Angular 8 Website and Firebase backend

We have a ready HTML template and we need help with transforming it into Angular application. We would like to clearly and meticulously state that we would like to build a dynamic website for our client on top of the HTML template, however, we expect our freelance partner to transform into Angular only certain/selected components from the template and NOT THE ENTIRE TEMPLATE. Once we get in touch with anyone interested in accomplishing the project, we will facilitate all collaterals such as the template. The template includes raw HTML files together with CSS and Javascript files attached. Moreover, in order to make certain components dynamic we would like to use Firestore (Google Firebase) as the data storage platform for such dynamic components. Also, we would like to implement a translation module in order to have the content displayed in native European languages. Dynamic components include highly relevant data such as upcoming events, news, statistics, political timelines, etc. Post development of the Angular components as well as the translation module, we will provide all text for translation, photos to be uploaded on the website, etc. We expect website development to be implemented in a modular/scalable way that will make its maintenance easier. We highly appreciate utmost optimization of data chunks in order to have the fastest rendering possible. Techniques such as lazy loading, AOT compilation, etc. shall be used to have the desired optimization of the website. Our website template does not include a custom spinner that will enable the implementation of an animated logo. Hence, the custom spinner will have to be implemented prior to deployment of the logo. P.S: Following are 2 VERY IMPORTANT pre-requisites that we expect for our freelance partner to read, understand and agree before they come on board with us for this project: 1. Our freelance partner must have excellent internet connectivity (Internet connection without any technical outages or irregularities). 2. Our freelance partner must schedule a call with us and establish a strong channel/thread of communication even before commencing work on our project. We would like to interview our freelance partner to ensure utmost clarity and reactivity at all times.
