Using Raspberry Pi for video streaming

Must be Sydney based I'm looking to develop 2 similar projects using a Raspberry Pi and looking for a programmer with experience with h.264 encoding, VLC, RTSP network streaming, Wifi configuration. 1. News Gathering system - RPi running Android Using a number of existing apps to stream HDSDI video over bonded 4G connections. I have this project already working with a Galaxy 8+ but the limitations are; -Cost of the phone -Using the USBC connector on the phone for a video-USB grabber and also powering the phone at the same time. -I have some apps that will see the video grabber but I also need to use Skype and other app’s that won’t see any video source other than the front and back cameras. I would also use an android app that can use multiple USB 4/5G dongles for the internet connection. This app bonds the 4G connections and sends the same data over multiple 4G network connections to make the video stream more reliable. The Pi would also need to run on an internal battery for around 30mins and external power and a 3.5inch touch screen may also be needed. 2. Reality Tv monitoring product. Not sure which OS is best for this Using the same HDSDI to USB grabber but just streaming h.264/5 video in a local network of 5GHz Wifi APs. The Pi would need to run 802.11r or similar to move through a number of APs. Video to land on a laptop or another RPi - (similar set up to a security camera viewer) If would be good to be 1280x720 at 25 and 30 frames but 640x320 would be ok. I could also use a 5Ghz Wifi dongle if the internal Pi wifi is not good enough. [login to view URL] Issues to overcome with this project are; Getting the end to end latency to under 200ms Getting the RPi to jump between APs - if this is a problem do have another option.
